Exclusive: US mulls Gaza aid plan that would replace controversial GHF aid operation

WASHINGTON, Oct 23 (Reuters) - The United States is considering a proposal for humanitarian aid delivery in Gaza that would replace the controversial U.S.-backed Gaza Humanitarian Foundation, according to a copy of the plan seen by Reuters.
It is one of several concepts being explored, said two U.S. officials and a humanitarian official familiar with the plan, as Washington seeks to facilitate increased deliveries of assistance to the Palestinian enclave after two years of war.

Multiple approaches are being considered to effectively get aid to the people of Gaza nothing is finalized, said a senior U.S. administration official, speaking on condition of anonymity.
A fragile ceasefire between Israel and Hamas has been in place for 13 days. Under that deal some more aid is now entering Gaza, where a global hunger monitor warned in August that famine had taken hold.
The "operational backbone" of the proposal seen by Reuters would be a so-called "Gaza Humanitarian Belt" - 12-16 humanitarian hubs positioned along the line to which Israeli forces have withdrawn within Gaza. Those hubs would serve people on both sides of the line.

Despite ceasefire, families in Gaza still struggle to find food

Despite where you are across the Gaza Strip: If youre in the south, in the middle, in the north, all Palestinians are going through the same exact struggle.

The Abu Ammara family, a 12-member family, lives in a small tent, and its 4pm (13:00GMT) right now, and this is the first meal this family is going to have.

Since this morning, all the children have not had food. The father and the mother have been striving since the early hours of the morning to find anything to feed their children. They have been telling us how harsh the situation is.

This family actually lives in Shujayea, which is their original home, and this is where they thought they would go back to after the ceasefire.

But they said that they could not go and check up on their house because its stationed in the yellow line.

In the north of Gaza, were not seeing aid trucks coming in. The Zikim crossing in the north has been blocked for 50 days now, with no entry of any trucks.

The only trucks weve been seeing since the beginning of the ceasefire are the commercial trucks, belonging to business owners and traders who were given permission by the Israeli military to enter central and southern Gaza.

They send the shipments to northern Gaza where they end up being sold at a very high price, beyond the financial reach of people.

Besides this, there is no infrastructure no warehouses, no roads for these trucks to drive on. Much of the city has been reduced to rubble, and the streets are difficult to navigate.

For over two years now, weve been talking about aid, and nothing has changed. Theres been a trickle thats been allowed in by Israel only to try to evade global criticism. But when you look, the amount is nowhere near sufficient to address the humanitarian crisis across the Gaza Strip."

Commercial trucks largely entering Gaza, not aid

We are supposed to be receiving 600 trucks every day of humanitarian aid, but whats entering is less than 300 trucks. Palestinians want food, they want shelter, they want medicine.

What is entering are the commercial trucks and things that are being sold in the market. But again, Palestinians do not have the ability to buy these items. Gaza residents do not have money. Banks did not open yet
